ASSESSMENT 2 – PROJECT SCENARIO
You have now been working for a couple of years at “We Measure It & Associates Pty Limited”, a client-side Professional Quantity Surveying (PQS) firm based in the local area.
Your Managing Director, Dr Andrew Quentin Stihlwasser (known affectionately as AQS to the staff) has decided that it is time to move you on from simply measuring BOQ’s and has decided to put you on a project assisting a builder with their tender.
Time is of the essence, so in the first instance, he has agreed to assist in the preparation of 10 specific BOQ items that the builder believes they will not have any trade coverage for.
Your MD has provided you with the email below outlining what was agreed at their meeting.

Subject: Critical Unit Pricing (URGENT)
Good morning Andrew,
As discussed yesterday afternoon, we are currently working on a tender for a project and have identified a number of items that we will not have trade coverage for prior to the tender being submitted. As such, I would like you and your team to build up the pricing from first principles for the 10 items noted.
As discussed and agreed I will require the following:-
Purpose
I need these items to be built up from first principles exactly the way we would as a builder with our direct labour and plant (i.e. L/M/P & S/C) so we can include them in our tender. As these rates will be incorporated into the final tender price, I therefore need to be able to check them appropriately. As such, I would like these 10 rates to be built up showing all workings. In addition to selecting the preferred material supply rate for each of the required materials, you can use plug numbers for the Overheads and Margin of 10% and 5% respectively.
Information
I have included all of the information I have within our preferred document management system “Canvas”, which includes the following:
10 nominated BOQ items including descriptions and quantities;
Material supply quotes from a number of suppliers;
Proposed labour constants;
If there is any additional information required/you have any queries, I would request that you utilise our preferred document management system “Canvas” and include your request within the nominated ‘Request for Information’ (RFI) section.
Deliverables
In relation to the deliverables, I will require the following:
A brief document incorporating the 10 final rates, details showing how you selected the most appropriate material supplier and details of any assumptions and exclusions that have been made.
Support calculations for all rates provided should be included within an appendix. I note this may seem over the top, however as these will become our final tendered rates that make up our contract sum. As such, I need to be able to check them for accuracy.
Deadline
As you are aware, a tender needs to be submitted on time if it is to be considered. This task is a critical part of the broader tender submission, so I will need to have your completed rates submitted by 5pm Sunday 6th April 2025 in order to have sufficient time to review prior to our tender submission.
